With housing starts declining and affordability at a crisis point, ICBA is urging the City of Burnaby to protect its groundbreaking R1 Small-Scale Multi-Housing (SSMUH) framework.

In a letter submitted ahead of Burnaby’s October 6 public hearing, ICBA called the R1 program a model for cutting red tape and delivering diverse, attainable housing. Since its launch, the program has generated more than 400 active applications, almost all from small, local builders, with another 150 in preparation.

“Small-scale multi-unit housing is one of the few financially viable types of housing left in today’s challenging economy,” said Chris Gardner, ICBA President. “These homes give families attainable options and keep construction workers employed.”

ICBA’s submission supports Burnaby’s leadership but recommends four modest refinements: aligning height limits with provincial rules, adjusting parking requirements, and slightly increasing lot coverage to balance community concerns with housing delivery.

Burnaby’s approach has been a vital lifeline for families and builders alike. ICBA’s message to Council is clear: don’t let a small group of opponents block progress on policies that make Burnaby one of B.C.’s most livable and forward-thinking cities.
