ICBA has just learned of some great news for contractors looking to put a bid in on work on BC Housing projects – their two-envelope bid system is dead.
Instead the provincial crown agency that develops, manages, and administers subsidized housing options in B.C. has returned to a pre-qualification system for its projects, meaning companies will know ahead of time whether they are even qualified to bid on projects.
ICBA lobbied for the change because the old two-envelope system meant a pre-qualification had to be submitted along with a full-bid. Companies went to all the work of preparing a complete and competitive bid on projects that would be thrown out without a glance if a company’s prequalification didn’t pass muster.
It’s a win for small contractors who will now know they won’t be wasting their time when they sharpen their pencils and put in their BC Housing bids.
